The Future of Utility Regulations: Agenda for the 1990s

Abstract: The conference on "The Future of Utility Regulation: Agenda for the 1990s," was held to consider ways Illinois can best meet the challenges posed by developments occurring in the electric utility industry. The conference was held under the auspices of the Harris Graduate School of Public Policy Studies at the University of Chicago on December 6 and 7, 1990. The first of five major topics was industry restructuring, which subdivided into competitive bidding and transmission access. The second topic was incentive regulation as an alternative to rate of return regulation. The third topic was the environment, focusing mainly on the Clean Air Act. The fourth topic was innovative pricing of electricity. In the remainder of this abstract, we summarize issues and give the recommendations emerging from the conference.
