ロシアにおける外国資本の導入と地域経済への影響: サハリン資源開発プロジェクトの事例研究

Abstract: 本稿の目的は，ロシアに投じられた外国直接投資が，投資受入地域に如何なる経済的影響を及ぼしているのかを考察することにある。その一貫として，日本企業との関わりも深いサハリン資源開発プロジェクトの事例を取り上げる。同プロジェクトは，連邦構成主体の中でも最辺境地域の一つに属するサハリン州に大規模な外国資本の誘致を実現した点など，地域経済開発という観点から，多くの面で積極的な意義を有している。他方，本プロジェクトには，中央・地方政府間の利益配分問題等，看過し得ない様々な問題が残存している。しかし無論，これらの諸問題は，外資導入によってサハリン州にもたらされた経済的恩恵を相殺してしまうものではない。
