Abstract: "Between 2003 and summer 2006 two parallel schemes for start-ups out of unemployment existed in Germany. Whereas the 'Bridging Allowance' had been well established since 1986 and its effectiveness had been proved by several evaluation studies, the expectations for the second programme 'Me Inc.' were rather low. However, our latest study shows survival rates for participants of both programmes between 47 and 67 per cent after five years. Labour market integration totals up to 76 to 90 per cent, while registered unemployment among former programme participants is considerably low. As a conclusion, both start-up schemes have been very successful instruments of active labour market policy. Their abolishment in order to create a new one might have been rash."
