Abstract:
"Short-term training is a major activation policy for welfare recipients in Germany. We analysed with administrative data the impacts of different types of short-term training for unemployed welfare recipients who started their training at the start of 2005. Our results show that skill training or aptitude tests that take place in companies lead to a major improvement of their chances of working in regular jobs and of the stability of employment. Skill training or aptitude tests that take place in classrooms also lead to some improvement, but to a much lower extent. Application training instead on average has little and sometimes adverse effects on the employment performance of participants." (Author's abstract, IAB-Doku) ((en))
