Abstract: "Further training programmes for jobseekers still are an important measure of active labour market policy in Germany. Besides formal eligibility criteria, the success of these measures depends on jobseekers' willingness to participate. This short report uses data from a representative standardised telephone survey among unemployed and analyses which aspects jobseekers themselves mention that might influence the decision to participate in further training. The respondents often emphasise financial aspects and caregiving duties that make it difficult to participate. Moreover, some of them state that they are not used to learn any more. Therefore, the authors conclude that financial incentives for participation, child care support and assistance during courses might improve the willingness to participate in further training."
