Abstract:
"The discussion on the impending shortage of the skilled workforce in Germany enforced a new political debate about the economic inclusion of young migrants who have unsuccessfully been claiming refugee status. As a result, those legally merely 'tolerated' youths have been re-defined as educational subjects and labour market resources. Legal changes at the federal level from 2009 onwards are to reduce vocational training boundaries for these residents with the highly precarious toleration status across Germany. But empirical evidence of a qualitative research project reveals a heterogeneous application of the new regulations. Thus tolerated youths have regionally unequal vocational training chances across Germany. This has far-reaching consequences for their further life perspectives." (Author's abstract, IAB-Doku) ((en))
