Abstract: "The labour market situation in Germany is usually described with number of persons, like employed or unemployed persons. But besides headcounts also the number of hours should be taken into account to get additional information for the employment potential: thus, for instance, a share of the unemployed look only for part-time jobs or some of the employed persons have unrealised working time preferences for longer or shorter working hours. Two new IAB concepts take into account such working hours preferences: the volume of unemployment measured in hours and, based on that, the volume of underemployment measured in hours, that additionally considers the unrealized working time potentials of employed persons."
