Abstract:
"Benefit sanctions are an important instrument for policymakers to increase the incentives for welfare recipients to comply with requirements specified by the law, for example to continue job search during unemployment. Sanctions may increase welfare recipients’ employment uptake, but also affect their job search behavior even if they are not sanctioned. This study focuses on this latter effect, the so-called ex-ante effect of sanctions. It is the first study that analyses ex-ante effects of sanctions on the transition rate to employment and on employment quality for welfare recipients in Germany using individual-level administrative data."
