Abstract: This study examines the role of foreign direct investment (FDI) in enabling Russia to grow and prosper economically. The study focuses on Russia's policy towards FDI, assessing how well it has worked through analysis of the data, and how it may be strengthened. The paper considers the roles and functions of FDI in a comparative perspective with other emerging economies, in Russian/Soviet history, and in the Russian Federation. The strategic factors affecting the level of FDI are then discussed, including Russia's policy toward FDI, the policy's operational problems, and the steps being taken to overcome those problems. The study concludes by recommending actions that could increase the flow of FDI to Russia.
