Measuring trade union rights: a country-level indicator constructed from coding violations recorded in textual sources policy

Kucera, David,

ILO Working Papers from International Labour Organization

Abstract: Provides a method of constructing an indicator of violations of freedom of association and collective bargaining rights, as defined in ILO Conventions. Compares the method with other indicators related to trade union rights constructed by the OECD and the Freedom House organization. Argues that the key obstacle in improving these indicators is the need for information sources that are consistent both across countries and over time.
