Abstract: This document documents the key elements of the ongoing policy reform in Mozambique and explores the technical and financial arguments underlying the Government's policy options. Examines fiscal affordability of expanding social protection systems through the implementation of some of the most promising policy options. Cost simulations reflect the fiscal burden that the Government would have to bear in order to finance cash or in-king entitlements and to cover recurrent administrative costs.
