Implementation Plan in Response to the Board-Endorsed Recommendations from the IEO Evaluation on IMF Advice on Fiscal Policy

International Monetary Fund

No 2026/047, IMF Policy Papers from International Monetary Fund

Abstract: This Management Implementation Plan (MIP) sets out actions in response to the Executive Board-endorsed recommendations of the Independent Evaluation Office (IEO) report on IMF Advice on Fiscal Policy. The recommendations seek to strengthen: (i) fiscal policy advice and policy mix considerations; (ii) analytical tools and debt-risk analysis; (iii) debt sustainability, fiscal risk, and debt management; and (iv) assessment of long-term spending trade-offs. Implementation will build on ongoing and planned institutional workstreams, including: 1. The 2026 Comprehensive Surveillance Review (CSR) and an updated Surveillance Guidance Note (SGN) to strengthen fiscal policy advice and analysis of policy trade-offs. 2. The 2026 Review of Program Design and Conditionality (ROC), the Low-Income Country Debt Sustainability Framework (LIC-DSF) Review, and enhancements to the Sovereign Risk and Debt Sustainability Framework (SRDSF) to strengthen debt sustainability and fiscal risk analysis. 3. The Data Provision to the Fund (DPF) framework and collaboration with the World Bank Group to help address debt data gaps.
