Abstract: This paper provides a definition of value capture and associated mechanisms relevant to Victoria. The benefits and limitations of value capture are explained. We identify if, why and when Victoria should seek more opportunities for value capture. Key challenges are identified as are pathways for implementation and overcoming these challenges. Key value capture mechanisms are modelled in several case studies.
