Decentralization issues in post-conflict Democratic Republic of the Congo (DRC) (preliminary draft)

Abstract: The main advantage of decentralization over centralized government is its informational superiority. Local service delivery can then be tailored to the needs and preferences of the citizens. This paper analyses if this assertion, that holds for developed countries, is also valid in the case of a post-conflict low-income country. Since there is no panacea for successful decentralization, it then confronts theory with the case of the Democratic Republic of the Congo (DRC). Finally the author assesses the new law on decentralization in this country.
