Abstract:
This study contributes to the understanding of the extent of corruption and its consequences for political and economic governance in Burundi. Corruption in Burundi was very high and systemic over the last decade. It generated political tensions between the State and citizens and undermined economic development efforts. The grand corruption involving the ruling party and senior political and administrative officials has induced a public services politicization leading to anti-corruption institutions malfunctioning and has thwarted good governance reforms including the fight against corruption. Corruption is a main factor of instability in Burundi and must be addressed, not as a principal/agent problem, but rather as a collective action problem. Some possible actions are proposed in the conclusion.
