Abstract: This article intends to analyze the new telecom fixed network access pricing policyproposal by two ways. The first one consists in revising the access pricing and longrunincremental cost (LRIC) literature, including recent works that incorporatesdynamics and uncertainty. The second one studies the Brazilian case and the mainpractical experiences abroad. From this analysis, it is possible to observe that althoughthe LRIC+ calculus contributes to the current partial price cap access price model,the current available methodologies are still not accurate enough to be isolated usedas pricing mechanism.
