Abstract:
Software is one of the strategic options of the Brazilian Industrial, Technlogical andForeign Trade Policy. It is a dynamic sector, that has a key role in the scenario ofconvergence of information and communication technologies. Software contributesfor innovations in several fields, like: medicine, education, business organization,telecommunications and others. The current exploratory study includes an extensiveliterature review about relevant aspects of the software industry: general characteristics,network effects, critical success factors, open source, quality certification, marketfailures, and information about the Brazilian, Irish, Indian e Israeli industries.We conducted a field research with several firms, research institutes, softwareorganizations and researchers. We researched the database of the Annual Researchof the Services Sector (PAS), of the Brazilian Institute of Geography and Statistics(IBGE). The results indicate that there are market imperfections in the credit ? for smallcompanies ? and quality certification markets. In this study we present the resultsof the interviews, as well as an analysis of the strategic positioning of Brazil andother developing countries in the international software market.
