Abstract: The last decade can be characterized by a growing skepticism of the agricultural research establishment. Some have argued that agricultural researchers have been captured by the interests of large farmers or by large private farm input supply firms. Others have argued that the agricultural research establishment has been unresponsive to human resource, environmental, and income distributional issues. Some of these concerns have been expressed in recent changes made in the type of federal support for agricultural research.
