(Ivie) Abstract: During the years of crisis, Spain’s autonomous communities have experienced a significant general increase in their deficits and, until 2012, have had severe difficulties to control them. Their debts have grown strongly and are considered the most worrying element of Spain’s public finance situation. Some regions are having serious problems in financing their deficits and refinancing their debts, facing the foreclosure of markets.This paper examines the trajectory of financial imbalances of the regions and the causes of the differences between them, analyzing whether the sub-central governments’ deficits are due to their greater tendency to spend or to insufficient income, structural or cyclical.The work focuses on the decade in which all the regions already administered their educational and health systems. This homogeneity enables to compare and to identify the causes of the differences in the deficit and indebtedness levels between regions, differentiating between two subperiods, before and after 2007.The deficit of each autonomous community is broken down into four components: the average (structural) deficit of the regions as a whole, the average (structural) deviation of income and of expenses in each of the regions analyzed, and the cyclical component. The analysis of the indebtedness considers the effect of these components on the level of debt of each region and the importance that on this level has had the moment in which educational and health systems are transferred. En los años de crisis las comunidades autónomas han experimentado un incremento generalizado de sus déficits, que, hasta 2012, han tenido graves dificultades para controlar. Su endeudamiento ha crecido con fuerza y son señaladas como el elemento más preocupante de la situación de las finanzas públicas de España. Algunas comunidades padecen gravísimas dificultades para financiar sus déficits y refinanciar sus deudas, enfrentándose a un cierre de los mercados.Este trabajo evalúa la trayectoria de los desequilibrios financieros de las comunidades y las causas de las diferencias entre las mismas, analizando si los gobiernos subcentrales tienen déficit debido a su mayor propensión al gasto o por las insuficiencias —estructurales o coyunturales— de ingresos.El trabajo se centra en la década durante la cual todas las comunidades gestionan ya las competencias educativas y sanitarias. Esta homogeneidad facilita las comparaciones y la identificación de los determinantes de las diferencias de déficit y endeudamiento de las comunidades. El análisis distingue dos subperiodos, correspondientes a los años anteriores y posteriores a 2007.El déficit de cada comunidad se descompone en cuatro componentes: el déficit promedio (estructural) del conjunto de las CC. AA., la desviación media (estructural) de los ingresos y de los gastos de cada comunidad analizada, y el componente cíclico. El análisis considera el efecto de estos componentes sobre el nivel de deuda de cada comunidad y la importancia que sobre dicho nivel ha tenido el momento en el que se transfieren las competencias educativas y sanitarias.
