Upward Bias in the Consumer Price Index Under the Zero Information Economy

Abstract: I estimate the demand system using Japanese husehold survey data, and calculate the cost of living index (COLI). In the recent zero- inflation situation, the CPI understates the COLI, while there are upward biases in the CPI during 1980's in Japan.
