Abstract:
This article presents a statistical analysis of the quality of regulation of the Colombian electrical industry based on the economic classification of the rules issued by the National Commission on Energy and Gas. Regulation is understood as a contractual relationship among different interest groups each one of them with particular goals. The quality of regulation is an exercise of independence and autonomy under the appropriate mechanisms of control management and results. The analysis concludes, on the other hand, agents do not have perception of corruption behavior within the authorities, even though,.However, they recognize some sort of influence on the regulating frame. Based on the results, some changes are recommended in order to improve the performance of the National Commission on Energy and Gas.
