Abstract: Sofern Märkte durch das ungesteuerte Eigeninteresse der Akteure versagen und es zu positiven, negativen oder intertemporalen externen Effekten kommt, sind staatliche Interventionen in Form von Subventionen oder Steuern notwendig, um diese externen Effekte zu internalisieren und die gesamtwirtschaftliche Wohlfahrt zu erhöhen.
