Abstract: This paper looks at the city’s financial arrangements following the amalgamation of the municipalities on the Island of Montréal in 2002, and the tumultuous de-amalgamation and creation of borough governments that followed. It focuses on the financial relationship between the City and its boroughs, and the critical link between service responsibilities and funding arrangements.
