Abstract: Globalization goes with the extension and the increased density of the networks. Through Internet, the “network of networks”, information flows thrive, they are seen as a new means of development. It's the reason why the development of the Internet penetration in Southern countries is a strategic priority of the providers of funds. In this context, the measurement of the Internet penetration seemed to be essential. But the “classical” measurements by the number of “Internet subscribers” or the number of “Internet users” are not very efficient, particularly in Africa. Thus, we built an Internet Development Index in Africa (IDIA)based on fiveparameters : the number of internet users, the teledensity, the number of Internet service providers, the International bandwidth and the number of Internet hosts. A principal component analysis induces the construction of the index on the 1997-2000 period. The results showed that there is a deep digital divide inside the continent. However, we highlightan existing s-convergence showing in the future, a trend to the reduction of the digital divide between African countries. (Full text in French)
