Abstract: Section 231 of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) for the first time permitted Medicare Advantage (MA) plans to target beneficiaries in certain categories: institutionalized beneficiaries, those enrolled in both Medicare and Medicaid (dual eligibles), and those with severe or disabling chronic conditions.
