Abstract:
This report, focusing on employment and earnings, describes how nonexperimental comparison groups were selected for each of the 11 state projects that targeted adult beneficiaries, the validity of the comparison groups, and short-term project effects on employment and earnings in 3 state projects that used randomized designs. The report finds promising results on employment, but negative or no effect on earnings.
