Abstract: This Paper Reviews the International and Domestic Context Within Which Industrial Adjustment in Occuring, and Reviews the Causes, Extent of and Costs of Adjustment in Canada. It Also Presents an Overview of General and Specific Industry Policies and Programs Available to Help Firms, and Individuals Adjust. Among the Features Influencing the Adjustment Problem in Canada the Following Are Singled Out: a Trade Shift From the E.E.C. and the U.K. to Japan and the Pacific Rim and the Importance of the Canada-U.S.A. Trade Linkages: the Relatively Faster Growth in Trade Between Provinces and Ajoining States Than Between Provinces, the Importance of Intrafirm Trade, and Foreign Direct Investment, the Seeming Relative Slowness of U.S. Subsdiaries Relative to Their Canadian Counterparts to Adjust to the New Context, Technological Change, Oil Shocks, Growing Interdependance Between Countries, Industrial-Regional-Commercial Policies in Different Countries, Etc. the Paper Closes with Policy and Research Proposals.
