This Paper Argues for a Hypothesis Regarding a Social Welfare Function Which Seems in Line with Theoretical Considerations and Observations About the Policy-Maker's Behavior. We Make Use of a Lexicographic Ordering to Define the Planner's Choice Among Altenatives.
