Abstract:
While ordinance-designated cities have a very large role in disaster prevention and crisis control measures, its institutional position is not clear. For instance, ordinance-designated cities with high capability merely have the same position as general municipalities because disaster prevention and crisis control measures so far based on three layers system; central government, prefectures and municipalities. This paper aims to clarify the problems that ordinance-designated cities face under the current system through a survey and to propose the desirable future direction.
