A Contingent Valuation Assessment of Recreational Demand on Farm Commonage in Ireland

Abstract: This paper measures willingness-to pay (WTP) for public access and trail improvements on commonage farm land for recreational walking in upland and lowland areas of Connemara, Ireland using the Contingent Valuation Method (CVM). Common to both upland and lowland commonage sites was the much higher ranking for infrastructural features by those WTP for scenario implementation compared to those preferring the status quo. Some attributes did have universal appeal, an access agreement with the landowners and measures to control erosion were consistently highly rated. This suggests a strong recognition of landowners’ property rights and a respect for the environment, emphasizing the importance of managing land based recreational natural resources. Results reveal a median willingness to pay (MWTP) for formal access with improved trail infrastructure of €9.13 for the lowlands compared with €5.69 for the uplands. Based on this analysis various policy measures to support rural tourism and enhance recreational access are reviewed.
