Abstract: Development of innovative territorial clusters in Russia is one of conditions of increase of competitiveness of domestic economy and an intensification of mechanisms of public and private partnership. The innovative territorial cluster includes the organizations of regional innovative system which can serve some clusters. The state can actually act in quality "leading and directing" forces at development of a cluster, can create demand for production and the services made in a cluster or favorable conditions for improvement of quality of educational services, the research block in a cluster. // Ionis, A.
