Abstract: The current sampling system for households surveys conducted by INSEE, named Octopusse, is based on two major concepts: on the one hand, the principle of two-stage sampling use for the traditional Master Samples, and on the other hand the new population census, based on annual census surveys which contains updated information. The interaction between these two concepts leads to an efficient but singularly complex sampling procedure, which makes variance estimation particularly difficult. This working paper constitutes the outcome of years of work on this subject. The first part, titled “Compendium”, draws the methodological framework of the sampling system Octopusse and presents a synthesis of the rest of the working paper. The following sections set out in details the simulations and studies carried out, the various variance formulas and their justification as well as the results obtained for a first application of this variance estimation method to the AES 2012 survey.
