Abstract: The purpose of this paper is to show the way for increasing the local capacity for public discussion in the sphere of environmental protection in the municipalities of South East part of Bulgaria. Target groups are representatives of local authorities, municipal administrations, NGO-s, business and tourism, young people, media, citizens from the target municipalities in the region. The members of the Inter municipal Network initiated a meeting with ecology experts aiming to consult and discuss issues concerning the municipal legislative framework and particularly the updating of the normative acts in municipalities. An analysis of the normative acts concerning management was developed on the base of which the local legislation in that sphere to be developed.
