Abstract: This study is mainly intended to answer the following questions: Who might be able to plan and manage the social and educational services? In order to safeguard the quality and efficiency of the production of social and educational services, how should such services be managed? What is the model of governance that could be implemented for managing social and educational services? Subsequently, we intend to take a deeper look at "good practice", developed in Italy, of governance and management of social and educational services.
