Abstract: This paper introduces a new classification system for government expenditure, which is applied to appropriations between 2006 and 2025. Changes in expenditure are compared to changes in GDP. For expenditure that varies with demand volumes, trends are also compared with demand-adjusted GDP. The results are considered in light of Treasury’s projections of expenditure in its first long-term fiscal statement. Compared to 2006, expenditure on health and New Zealand Superannuation is up relative to GDP, and many smaller areas of expenditure like ECE have grown relative to GDP as well.
