Co-operatives in transition: Anticipating the futures ahead

Oecd

No 2025/08, OECD Local Economic and Employment Development (LEED) Papers from OECD Publishing

Abstract: Co-operatives are navigating rapid changes, interrelated trends and transformative opportunities that are reshaping their environment. These dynamics can be grouped into four main dimensions: (1) local and community-based action; (2) next generations, intergenerational responsibility and co-operative values; (3) human-centred digital transition; and (4) place-based environmental action. Drawing on case studies and insights from Italy, Korea, Spain and the United Kingdom – four countries with diverse co-operative ecosystems – this paper explores how co-operatives are adapting to evolving dynamics, turning challenges into opportunities, and implementing innovative strategies to strengthen their resilience and impact.
