Competition in the provision of cloud computing services

Oecd

No 323, OECD Roundtables on Competition Policy Papers from OECD Publishing

Abstract: The digitisation of the economy has brought with it a demand for services providing access to computing resources and data storage in a convenient and flexible manner. In recent years, businesses and governments have adopted cloud computing services as part of their information technology spending. The cloud computing services market has rapidly grown to become an essential part of modern life, while simultaneously raising competition concerns, particularly in relation to high market concentrations among large technology companies. This paper explores competition concerns such as market concentration, barriers to entry and interoperability challenges. Additionally, it discusses policy makers’ use of practical tools and strategies, including regulatory frameworks and enforcement, to effectively address these pressing issues.
