Disaster early warning systems and private sector participation in ASEAN: Focus on the Philippines

Abstract:
The increasing frequency and impact of disasters across ASEAN member states require them to strengthen their resilience. Disaster early warning systems are a core component of this effort. This paper reviews regional practices with a particular focus on the Philippines, whose experience illustrates how private sector participation can expand the reach of alerts, improve interoperability, and strengthen co-ordination between public and private institutions. The analysis also emphasises the importance of people-centred approaches. In line with the Sendai Framework for Disaster Risk Reduction and the ISO 37179 standard on smart community infrastructures, this paper also examines how ASEAN countries implement global resilience principles at the local level.
