Abstract:
Agile governance seeks to embed adaptivity, responsiveness and flexibility into traditional governance approaches to help technology for responsible innovation. To support more agile approaches to regulating technology, this policy paper builds a conceptual model mapping the innovation process against the policy cycle. Next, the report presents a typology of kinds of mechanisms useful in promoting agile regulation and develops a discussion of those mechanisms through examples. These examples, in turn, support insights on how agile regulation mechanisms can be used at different stages of policy and technology development. The report underscores how governance and technology co-evolve and how their interactions need to be enhanced to deliver responsible innovation.
