Abstract:
English This white paper analyzes Latin America’s innovation setback between 2020 and 2025 using the Global Innovation Index (GII), innovation metrics, and the gap between inputs and outputs. It argues that the region not only invests too little, but also weakly converts resources into outcomes, technological competitiveness, and development. It proposes strengthening innovation policy, talent, governance, technological absorption, and measurable impact.
