Whistle Polishing: A Strategy for Guerrilla Government

Abstract:
"Whistle polishing" is a strategy of guerrilla government in which a public sector worker acts to raise a superior’s perceived risk that the superior’s improper action could have adverse consequences for themself. The purpose is to dissuade the superior from continuing the improper action. The worker does not “blow the whistle” but raises the superior’s concern that the whistle could be blown by the worker or by someone else.
