Abstract:
This document presents a repository of questions that can be used in cross-national comparative surveys to collect data on parenting leave. With our collated and proposed questions, we aim to assist researchers and data collection agencies build better parenting leave data to understand when and how parents use such provisions. In the following sections, we present questions related to measuring (1) formal and perceived eligibility for leave provisions, (2) leave use and non-use, (3) reasons for non-use, and (4) views about parenting leave. While questions in the first three sections primarily measure behaviour, we include questions about parents’ views, because they can inform behaviour. Each of these four main sections includes our research- and theory-based motivations for the phrasing, inclusion and design of the questions as well as their shortcomings.
