Abstract:
Fighting corruption remains one of the most pressing management challenges in public organizations worldwide. While different organizational approaches to anti‑corruption exist, evidence of their effectiveness and the conditions under which they reduce different forms of administrative corruption remains limited. Drawing on a meta analysis and meta regression of 174 effect sizes from 34 empirical studies, this study shows that both integrity based and compliance based anti corruption strategies have a significant, positive, small to moderate effect on public organizations’ ethical performance, although their effectiveness varies across contexts. Compliance based strategies, particularly formalization and accountability mechanisms, are more effective in addressing multiple forms of administrative corruption, whereas integrity‑based strategies, such as ethical leadership, primarily reduce collusion, demonstrating that ‘one-size-fits-all’ approaches are ineffective. The findings highlight the conditional effectiveness of organizational anti‑corruption strategies and the importance of context‑sensitive ethics management. These findings carry important implications for public administration theory, research, and practice.
