Understanding Urban Change in Istanbul: From the Capital City to the City of Capital

Abstract: The paper is an attempt to understand the urban change in Istanbul as a result of a set of dynamics emphasizing uneven development in Turkish capitalism, a tendency that would be further explored in future work. It also questions the explanatory capacity of commonly utilized framework, globalization, in understanding the urban change in Istanbul in the post-1980 period. In contrast, neoliberalism is viewed as a new phenomenon superimposed on the tendency of uneven development of Istanbul.
