Abstract:
This theoretical manuscript develops a causal architecture for governance and administrative systems, explaining how authority, regulation, and institutional design interact to produce administrative outcomes. It forms part of a thesis‑by‑publication on governance architecture and delegated authority. The paper proposes a structural model linking causal mechanisms of rule formation, execution‑time authority, and institutional adaptation within public administration.
