Abstract: The problem is ongoing computer hacking's, surveillance, electromagnetic field energy, and auditory voices onto human rights activists in order to silence their good work. These human rights abuses require a solution legislatively, rather than an ongoing 9/11 platform. This paper provides a reporting system to report intelligence community abuses along with the creation of an agency to investigate and prosecute intelligence community members.
