Does Education Matter for the Adoption of Information and Communication Technologies (ICT) in Developing Countries? Evidence from Senegal

Abstract:
This paper empirically examines the role of workers’ human capital in determining the adoption of ICT in developing countries based on firm level data. The empirical setting is Senegal in 2007. The results of the probit model show that the managers’ education level does matter in the firms’ decision of whether or not to adopt ICT. Besides, the analysis highlights the significant role played by the on-the-job training and the sales volumes in the probability of adopting new technologies. Finally, the paper suggests that the workforce in the developing countries like Senegal needs to be trained in ICT in order to raise the low levels of productivity, ultimately leading to economic growth and lower poverty.
