Abstract: The most important influence of public debt payments on the Health Sector policy occurs through its impact on the budget. This paper suggests that debt payments contribute to: a) reduce the access of the poor, b) increase the inequality of access, c) the increasing vulnerability of the more focalized programs, and c) low productivity.
