Reforma en la seguridad social en salud en el Perú: un análisis comparativo

Abstract:
The objective of this paper is to show the most important aspects of the Peruvian Health System Reform, discussing its advantages and disadvantages in comparison to the Chilean Health Reform, the earliest in the region. The discussion focuses on some aspects such as equity of the system, solidarity, freedom of choice, participation of private enterprises in the sector, and separation of functions of provision and financing of the services. Some recent statistics that reinforce the statements of the paper are shown. We conclude from the discussion that the Peruvian experience performs better in equity and solidarity of the system than the Chilean case, but it is worse in offering coverage to the population, the freedom of choice and the separation of the functions mentioned above. Finally, we make some recommendations for the improvement of the Peruvian System and suggest some topics for further research.
