Ciencia y desarrollo: el papel de la ciencia económica

Abstract: What is the relationship between science and economic development? This paper seeks to answer this question. In general, science plays a major role in development through engineering. Sciences are developed mostly in the First World. The Third World just applies that science to its development problems. This division of labor seems the most natural and efficient. However, this rule will work well in the non-historical sciences (physics and chemistry). The paper argues that economic science has not made a contribution on development because of this rule. The history of economic policies in the Third World is the history of state failures to generate development. This failure is reflected in the lack of convergence between the First World and the Third World. A new theory of capitalist development is presented. This is a theory where history counts, and is able to explain the convergence problem. The policies that emerge from this theory are quite different from what have been applied so far.
